WebJul 7, 2015 · The bolt is loose, but stuck inside the bushing race, or inner sleeve. So the bolt turns a little, twisting the bushing, but not breaking loose. The impactor just seems to bounce against the bushing and hasn't broken it loose. A breaker bar cannot travel far enough to find the end of the twist in the bushing.
