EBOTD uses enhanced damage which is based on the weapon base damage. im still trying to make my ebotd, and i just cant get the runes WebOnly rares and uniques can be upped. Socketed items are still considered Normal. Phase Blades are really only good for specific runewords, though. Either to just get the + skills/FCR etc. in a low requirement item or to reach specific break points mainly for Smite, elemental damage stacking, Rabies, Crushing Blow, Fire Claws, etc.
