WebHohner Chromonica 64/280 and the Suzuki SCX-64 are the two 16 holers I can think of in that price range. Seydels are outside your budget, I think. Maybe check out slidemeister; surely somewhere has compared the two over there. (I use a CX-12 for my very limited chromatic playing.)
